Nine State Governors Sign Regional Carbon Emissions Reduction Plan

The Governors from 9 Midwestern states and the premier of the Canadian Province of Manitoba have signed an agreement to reduce of greenhouse gas emissions and to establish a regional-scale carbon trading scheme. This plan put forward follows the model being used now to set up separate regional programs among Northeastern, Southeastern and the West Coast states.
